派遣者の大橋です。ワルシャワはいよいよ本格的に寒くなり、雪の予報がでるようになりました。おとといの11月11日（月）からCOP19が始まり、会場内外で気候変動に関してのイベントが行われています。開会式ではフィリピン代表団のサノ・。。。さんの台風30号の被害に関してのスピーチがあり、先進国の引き起こした気候変動の結果としての途上国の被害というものが焦点になりました。スピーチの内容が感動を呼ぶものだったことは確かですが、自分の中では、それ以上に感動したことがありました。フィリピンのすぐあとのスピーチは中国（G77+China）だったのですが、自分たちのスピーチの時間を黙とうに使いました。状況的にそれしかなかったのかもしれないし、そういう戦略だったのかもしれませんが、会議場内で全参加国が黙とうを行っている姿は非常にセンセーショナルで感動しました。交渉官の方たちは気候変動の結果としての台風被害という事実をどう受け止めたのでしょうか？

Warsaw might see snow this week, it is really cold here. COP19 just started this Monday with the speech by Philippines chief negotiator, Mr. Yeb Sano about the disasters in Philippine caused by “Climate Change”. The speech moved many participants to tears, but for me it was more impressive that all parties made wishes for those who were affected in Philippine after the speech. How did the negotiators from different regions feel about it? Many people are dying as a consequence of climate change and if we failed to make a progress in COPs, our future will be devastating. “I care”

気候変動に関する国際的なユースのネットワークであるYOUNGOでもフィリピンに関して取り上げられ、議論を呼んでいます。フィリピンで被害にあった方を含め、気候変動で亡くなられた方のご冥福をお祈りします。
